Florida's 2023 Liquor License Drawing (Details + Dates)

Florida’s Division of Alcoholic Beverages and Tobacco will announce the winners of its annual quota alcoholic beverage license drawing (a/k/a “quota lottery” or “liquor license lottery”) on Wednesday, April 24, 2024. Details on the event and a summary of the process are included below. As always, the firm will be closely monitoring the drawing and will share the results when available. Interested parties can sign up for prompt email updates from Glover Law (here or below) or obtain more information directly from the Division.

The Division deserves credit for quickly processing over 30,000 entries — this drawing comes months earlier than last year’s. Given the number of licenses available this year and the skyrocketing cost to purchase them on the private market, this may be the most-anticipated event in the industry’s recent history.

NOTICE OF PUBLIC DRAWING FOR THE 2023 QUOTA ALCOHOLIC BEVERAGE LICENSE ENTRY PERIOD

RULE NO.: 61A-5.0105

RULE TITLE: Selection of Applicants for Quota Alcoholic Beverage Licenses by Public Drawing

The Division of Alcoholic Beverages and Tobacco will conduct a public drawing by double random selection to determine the order in which entrants from the 2023 entry period will be considered for issuance of quota alcoholic beverage licenses in the following counties: Alachua, Brevard, Broward, Charlotte, Clay, Collier, Dade, Duval, Escambia, Flagler, Hernando, Hillsborough, Lake, Lee, Leon, Manatee, Marion, Orange, Osceola, Palm Beach, Pasco, Polk, Santa Rosa, Sarasota, Seminole, St. Johns, St. Lucie, Volusia, Wakulla and Walton. All persons are invited to view the drawing through the use of communications media technology. Following the drawing, the Division will provide notice of license eligibility by certified mail to the entrant(s) selected for each county.

DATE AND TIME: April 24, 2024, 9:00 a.m.

PLACE: The Division will hold the public drawing for the 2023 Quota Alcoholic Beverage License Entry Period through the use of communications media technology. Interested parties may register to view the meeting at the link provided on the Division’s website by following the following link: https://www2.myfloridalicense.com/alcoholic-beverages-and-tobacco/quota-license-information/. The link to register to view the public drawing will be located under the heading “Public Drawing Quota”. Due to technological constraints, the attendance will be limited to the first 3,000 registered attendees to join the meeting.

The physical location of the drawing will be the Division of Alcoholic Beverages and Tobacco, Department of Business and Professional Regulation, Capital Commerce Center, 2601 Blair Stone Road, Tallahassee, Florida 32399. This location will remain closed to the public.

PURPOSE: To conduct a public drawing by double random selection pursuant to section 561.19, Florida Statutes, for the purpose of determining the order in which applications will be considered for issuance of quota alcoholic beverage licenses in certain counties where licenses have become available.
