Anthony J. Glover, Esq.
Tony Glover is an attorney and regulatory consultant who advises clients ranging from publicly-traded corporations to single location franchise operators. He writes and comments frequently on regulatory issues facing Florida businesses.
Former Regulator: Tony most recently served as a senior official at the Florida Department of Business and Professional Regulation, the agency charged with regulating a wide swath of businesses and professions. He led the Division of Pari-Mutuel Wagering, which oversees horse racing, greyhound racing, jai alai, slot machine, and cardroom activity. As Deputy Director of the Division of Alcoholic Beverages and Tobacco, he was intimately involved with the state’s oversight of alcoholic beverage retailers, manufacturers, and distributors.
Licensing and permitting of regulated individuals and businesses was a primary focus in both roles. His duties included managing regulatory reviews following M&A activity, approving new gaming facilities, and developing regulations such as the special food service license (SFS) and slot machine operations rules. Tony spent significant time overhauling and streamlining licensing processes, including ABT’s adoption of an online form submission portal.
Legal and Corporate Experience: Tony previously litigated at a large regional law firm and was an in-house lobbyist for a Fortune 500 company with significant land, hospitality, and manufacturing holdings. He started his professional career at age 20, answering phones and conducting research in the State Capitol.
Education: Tony is a proud graduate of Florida A&M University in Tallahassee, Florida. He received his law degree from the Washington and Lee University School of Law, where he was Legislation Editor of the Journal of Energy, Climate, and the Environment.
